To the Honorable SENATOR OR REPRESENTATIVE,
I would like to call your attention to a pair of bills recently introduced in Congress. They concern the Environmental Protection Agency’s proposed rule to make it a violation of the Clean Air Act to modify emissions-certified vehicles or engines even if the vehicle will only be used for racing.
In the House, Congressmen Patrick McHenry (R-NC), Henry Cuellar (D-TX), Richard Hudson (R-NC), Bill Posey (R-FL) and Lee Zeldin (R-NY) introduced H.R. 4715, the bipartisan “Recognizing the Protection of Motorsports Act of 2016” (RPM Act). The Senate introduced a companion bill, S.2659/”Recognizing the Protection of Motorsports Act of 2016” (RPM Act).
The RPM Act makes clear that it has always been legal to modify a street vehicle into a race car used exclusively at the track—a practice that was unquestioned until the EPA proposed its regulation to make this activity illegal. The RPM Act will not only prevent the EPA from denying a racing enthusiast’s right to modify a vehicle for competition, it will protect thousands of jobs at Ohio’s specialty automotive companies, race tracks, and local businesses that serve those racers. According to a study by the Center for Automotive Research, every one of those specialty automotive jobs creates four more jobs in other industries. The House Oversight Committee on Science, Space, and Technology is currently holding hearings on H.R. 4715. I urge you to support the passage of the 2016 RPM Act. It will protect motorsports as well as prevent another example of regulatory overreach.
